OPEN CONSULTATION ON "DRAFT REFERENDUM REGULATION BILL"

The Hong Kong University of Science and Technology Students’ Union has been established for twenty years, during which, the Union has held the referendum, the ultimate authority in the Union, for few times. In last year, a referendum was held to determine whether the Union should or should not join the HKFS. During that referendum, I found that the articles stated in the Constitution were not specific enough so that some problems appeared during the process of the referendum.

Also, according to the Article 5.2(e) of the Constitution, the Council should determine the necessary details governing the requisition to hold a referendum by the full members of the Union but the aforementioned details had not been determined in the past nineteen sessions.

In light of this situation, I have drafted the Referendum Regulation (《公投規章》) in order to equip the Union with a transparent supervisory mechanism to ensure the authority of the Union's referendums in the future and facilitate the smooth arrangement on the Referendum. Before its presentation to the SU Council for approval, I would like to seek comments from members of the Union on the consultation paper, which is the full text of the Draft Referendum Regulation.

The softcopy of the consultation paper is accessible electronically on the website of the Council (http://ihome.ust.hk/~su_ucoun/documents/consult/DRR.pdf).

The internal consultation is now open for 3 weeks. Responses to this consultation paper should, if possible, be made by one of the following methods on or before 22 August 2012:
